As interim President, Sindikubwabo played a controversial and critical role in the genocide. He delivered speeches that encouraged Hutus to kill Tutsis and moderate Hutus, contributing to the violence that led to the deaths of an estimated 800,000 people over a span of 100 days. One of his most infamous actions was a speech in Butare, his home region, where he condemned local leaders for not being more aggressive in carrying out the genocide. This speech is widely regarded as a catalyst for the massacre in Butare, one of the last regions to be engulfed by the violence.
After the genocide, Sindikubwabo fled Rwanda as the Rwandan Patriotic Front (RPF) forces took control of the country. He eventually settled in the Democratic Republic of the Congo, where he lived in exile until his death in 1998. Despite his role in the genocide, Sindikubwabo was never captured or tried for his actions. His legacy remains deeply controversial, with many viewing him as a key figure in one of the most horrific genocides of the 20th century.
