Mohamed Ennaceur is a Tunisian politician who served as acting president of Tunisia for 91 days, following the death of President Beji Caid Essebsi on July 25, 2019, until the inauguration of Kais Saied on October 23, 2019. Since 2014, he has held the position of President of the Assembly of the Representatives of the People and leads the Nidaa Tounes party. Mohamed Ennaceur, born on March 21, 1934, is a prominent Tunisian politician known for his significant contributions to the nation’s political landscape. He served as the acting president of Tunisia for a brief period of 91 days, from the death of President Beji Caid Essebsi on July 25, 2019, until Kais Saied was elected as his successor on October 23, 2019. Prior to this role, Ennaceur was the President of the Assembly of the Representatives of the People, a position he held since 2014, and he was a leading figure in the Nidaa Tounes party.
Ennaceur’s political journey began in the 1970s when he served as Minister of Social Affairs under President Habib Bourguiba. His commitment to social welfare continued throughout his career, with further appointments in this role during the transitional governments of Mohamed Ghannouchi and Beji Caid Essebsi in 2011. He also played a crucial role in founding the Tunisian Association of Social Law and the Festival International de Musique Symphonique d'El Jem, reflecting his deep engagement with both social policy and cultural initiatives.
After earning a diploma from the Institut des Hautes Études de Tunis, Ennaceur pursued advanced studies, obtaining a doctorate in social law from the University of Paris 1 Pantheon-Sorbonne. His academic research focused on the International Labour Organization and the evolution of social law in Tunisia and Libya, positioning him as an expert in this field.
Throughout his career, Ennaceur held numerous influential roles within international organizations. He served on the board of UNICEF and the United Nations Research Institute for Social Development, worked as Commissioner-General for the Office of Tunisian Workers Overseas, and chaired the World Employment Conference. Between 1991 and 1996, he represented Tunisia at the United Nations in Geneva and coordinated the African group in the World Trade Organization. His work in corporate social responsibility and as an international consultant further showcased his commitment to social development.
In Tunisian politics, Ennaceur was appointed governor of Sousse and held the Minister of Social Affairs role twice before the 2011 revolution, when he returned to this position in the transitional governments. He joined Nidaa Tounes in 2014, quickly rising to Vice-President and then becoming the first President of the Assembly of the Representatives of the People after the adoption of the 2014 Tunisian Constitution.
Upon President Essebsi's passing, Ennaceur declared himself acting president in accordance with the Constitution. He navigated this transitional period until the presidential elections, originally set for November but moved up to September to ensure a timely succession.
Ennaceur is married to Siren Mønstre, a Norwegian national he met during their studies in Paris. Their partnership has lasted over 60 years, and they are proud parents of five children. Despite facing health challenges shortly after assuming the presidency, his legacy remains marked by his dedication to Tunisia’s political and social development.
