Fayez al-Sarraj
Fayez Mustafa al-Sarraj served as the Chairman of the Presidential Council and Head of Government of the Government of National Accord from 2016 to 2021. He played a key role in the formation of the government under the Libyan Political Agreement and has been a member of the Parliament of Tripoli.

FAYEZ MUSTAFA AL-SARRAJ
Fayez Mustafa al-Sarraj was born on February 20, 1960, in Tripoli, Libya. He hails from a prominent family of Kouloughli descent, with his father, Mostafa al-Sarraj, serving as a minister during the Libyan monarchy. His family was well-off, with interests in land and business. Al-Sarraj himself trained as an architect and worked in the Housing Ministry under the regime of Colonel Muammar Gaddafi. During the final years of Gaddafi’s rule, he served as the Minister of Housing and Utilities in the 2014 Maiteeq Cabinet, which was part of the General National Congress (GNC).
His political appointment attracted criticism, with some opponents accusing him of being a foreign imposition. Nonetheless, in 2014, following the fragmentation of the Libyan government after the country’s elections, the United Nations proposed a National Unity Government, which was to be led by al-Sarraj as prime minister. Although initially rejected by the rival factions in the east and west of the country, al-Sarraj and other members of the proposed government eventually made their way to Tripoli in March 2016, where they assumed control of government offices after the GNC-appointed prime minister, Khalifa al-Ghawil, fled.
Al-Sarraj's tenure as the head of the Government of National Accord (GNA) was marked by challenges as Libya remained divided and instability persisted. He faced multiple assassination attempts and struggled with rival militias and a lack of effective governance in a deeply fragmented country. Despite efforts to stabilize the country, the GNA struggled to provide basic services and faced significant challenges, including corruption, smuggling, and inflation. In 2020, amid mounting public protests, al-Sarraj announced his intention to resign, though he later rescinded this decision.
After the Libyan Political Dialogue Forum in 2021, al-Sarraj transferred his powers to a new government, signaling a step toward political transition in the country.
GOVERNING TIME LINE
Fayez al-Sarraj became the Prime Minister of the Government of National Unity (GNA) on March 30, 2016, following his appointment under the UN-backed Libyan Political Agreement (LPA). He served as the head of the transitional government aimed at unifying Libya after years of conflict.
Al-Sarraj resigned on October 16, 2021, as part of a political agreement for a new interim government to take over and organize national elections.
